
About Us
Established under Subsidiary Legislation 595.27 and led by the Registrar of Companies, the Malta Business Registry (MBR) is the central authority for all commercial entities in Malta. The MBR operates as a digital-first regulator through its flagship portal, the Business Automation Registry Online System (BAROS), which provides 24/7 access for the filing and registration of documentation for new and existing commercial partnerships and legal persons, including foundations and associations. By using smart technology to share data with other government entities such as Artificial Intelligence (AI) and Application Programming Interfaces (APIs), the MBR makes it faster and easier for modern businesses to operate in Malta.Beyond the core functions of name reservation, entity incorporation, and the collection of statutory fees, the MBR serves as a proactive oversight body. The MBR is responsible for the publication of official notices and the issuance of certified documentation, including certificates of good standing and beneficial ownership certificates. To maintain the integrity of the national register, the MBR’s mandate includes conducting rigorous investigations and exercising the authority to impose penalties or strike non-compliant companies and legal persons off the register. This robust enforcement ensures a transparent and accountable business environment that meets international standards.
Since 2021, the MBR has served as a supervisory authority under the Prevention of Money Laundering and Funding of Terrorism Regulations (PMLFTR). In this vital role, the MBR maintains the central Register of Beneficial Owners and perform detailed verifications to ensure all basic and beneficial ownership information is accurate and transparent whilst working in close collaboration with competent authorities, subject persons, and legal entities to define and uphold high regulatory standards, strengthening Malta’s national defences against money laundering and terrorist financing.
The MBR also houses the Insolvency and Receivership Service which is responsible for the Insolvency Register and for overseeing corporate insolvency, debt restructuring, and the orderly winding up of companies to safeguard the interests of creditors and stakeholders alike. By merging administrative efficiency with digital innovation and rigorous regulatory enforcement, the MBR provides the legal certainty and transparency essential for a secure, reputable, and successful business environment in Malta.
