About the Malta Business Registry
The Malta Business Registry, established under Subsidiary Legislation 497.27, is responsible for the registration of new commercial partnerships, the registration of documents related to commercial partnership, the issuing of certified documentation including certificates of good-standing amongst others, the reservation of company names, the collection of registration and other fees, the publication of notices and the imposition and collection of penalties. The Registry also conducts investigations of companies and the keeping of the company and partnership register.
The Role
The appointee will report to the office of the CEO and will undertake duties in connection with Administration and Procurement of the Centralised Digital Repository System. The Senior Analyst will be expected to oversee every step of the development of the Centralised Digital Repository system, all the way up to delivery together with continual oversight and maintenance post-delivery in line with the tender requirements.
The Senior Analyst will report directly to the CEO/COO of the MBR and will keep the CEO/COO updated every step of the way.
Although the central focus of the role will be the Centralised Digital Repository, further duties involve:
- Conducting meetings with other competent or supervisory authorities in order to ensure that data (from an Administrative perspective) is always kept up to date of portal;
- Establishing and aiding management in the setting up of adequate policies and procedures with regards to procurement and the administration of the Centralised Digital Repository;
- Sourcing suppliers for required goods;
- Issuing requests for quotation (RFQ) and requests for information (RFI);
- Determining whether required items necessitate the issuing of a tender documents;
- Presenting any quotations and recommendations to the Management when so requested
- Issuing of the necessary Purchase Orders while following procedures and policies set by the legal requirements;
- Keeping track of orders issued;
- To assist the Finance and Administration Unit, when instructed by the CEO /COO;
- Creation of tender templates in accordance to local procedures and best practices;
- Liaising with other members of staff in order to compile any technical information making part of a tender document;
- Submission of tender documents to the tendering committee for vetting and approval;
- Taking part in the tender adjudication process as may be required by the MBR;
- Creation of the necessary project planning schedules and timeframes;
- Actively assessing and monitoring progress of assigned projects;
- Reporting back to superiors on progress by any means necessary;
- Oversee a number of capital projects that are on-going or that need to be initiated;
- Coordinate and implement various contracts related to operations management;
- To assume responsibility for administrative functions related to correspondence, archiving and other physical document management related to corporate services functions;
- Carry out performance management of the team members within the Section in line with the exigencies of the MBR;
- Assist in other tasks as directed by the CEO/COO
Furthermore, the Senior Analyst will be expected to assist in other duties as may be directed from time to time by the CEO.
About You
- Preference will be given to candidates who possess a University of Malta Master’s Degree in Project Management or equivalent academic qualification in a relevant field of study at National Qualification Framework Level 7 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC)* or a widely recognised professional qualification at a comparable level AND three (3) years’ prior experience in a related area.
- Consideration will also be given to Candidates with a University of Malta Degree in Project Management or equivalent academic qualification in a relevant field of studies at NQF Level 6 or better AND four (4) years prior work experience in a related area; OR
- Candidates who at least possess eight (8) years’ prior experience in a related area.
